You would use this to make the shots look hectic, so this could be used in an action film to show the amount that is happening but in a short space of time. You can do this by taking away shots or making the shots shorter in time.
Expanding time - This is a process that makes the sequence look a lot slower and made longer than it actually is. This builds tension for the audience and makes the audience think about why this is happening and it gives them more time to take it all in. It also means that you give more information to the audience. You can make this effect by adding in shots or by using slow motion so add the efects.
